Ottawa, March 26, 2025 — Nearly half of Canadian small and medium-sized enterprises (SMEs) (47%) no longer see the United States as a reliable trade partner, according to a new survey by the Canadian Federation of Independent Business (CFIB). The ongoing trade tensions and looming reciprocal tariffs have prompted many business owners to pivot away from the U.S. and invest in domestic and other international markets.

With retaliatory tariffs set to come into effect on April 2, business confidence is being severely tested. Thirty-two percent of SMEs have already shifted to Canadian suppliers, 27% plan to increase their investments within Canada, and 33% expect to reduce their investments in the U.S. over the next six months.

“Uncertainty is the greatest challenge. One business owner told us that surviving the pandemic felt easier than navigating today’s trade environment,” said Simon Gaudreault, CFIB’s Chief Economist and VP of Research.

Key findings from the survey include:

• While 70% of SMEs support Canada’s retaliatory tariffs, 88% say tariffs make business planning more difficult.

• 30% of Canadian exporters are unsure whether their goods meet CUSMA/USMCA compliance standards.

• About a third of exporters rely on the U.S. de minimis threshold (under $800 USD) to avoid tariffs — a policy that may soon be phased out.

As the federal election approaches, CFIB is calling on all political parties to prioritize SMEs in their platforms, with commitments to reduce tax burdens, streamline CUSMA-related processes, and remove interprovincial trade barriers.

“SMEs drive the Canadian economy. Restoring their confidence is critical to weathering the uncertainty ahead,” said Jasmin Guénette, CFIB’s Vice-President of National Affairs.

New York, March 26, 2025 — APM Terminals, a subsidiary of global shipping giant Maersk, has reached a landmark agreement with the Port Authority of New York and New Jersey to extend its terminal lease for 33 years. But this is no ordinary renewal — the contract introduces a bold new framework that fundamentally alters the operator-port relationship.

Key changes include a significantly higher rent structure, now indexed not only to the footprint of the terminal but also to cargo volume. Additionally, Maersk will assume responsibility for infrastructure maintenance traditionally handled by the port authority, and will share certain container detention costs.

This restructured lease model aims to boost terminal productivity and align financial contributions with operational output — a move intended to enhance the port’s global competitiveness.

The new terms have also compelled CMA CGM, which recently acquired two adjacent terminals, to comply with the same contractual standards.

By shifting more operational and financial responsibility to terminal operators, the Port Authority of New York and New Jersey is positioning itself as a pioneer in modern port governance and public-private collaboration.

Montreal, March 26, 2025 — The Société de transport de Montréal (STM) has once again been recognized at the Concrete Construction Excellence Awards, presented by the Quebec and Eastern Ontario Chapter of the American Concrete Institute (ACI). Two of its standout projects earned top honors for their architectural quality, innovation, and contribution to Montreal’s public transit network.

The Lionel-Groulx District Facility won in the Exposed or Decorative Concrete category for its innovative and aesthetic use of concrete during infrastructure rejuvenation efforts. The project showcased how structural upgrades can combine technical rigor with urban elegance.

Meanwhile, D’Iberville Station was a finalist in the Low-Rise Building category. The nomination highlights the station’s modernization and accessibility improvements, particularly the installation of elevators to better serve all passengers.

Quebec City, March 26, 2025 — Tensions remain high between the Société de l’assurance automobile du Québec (SAAQ) and the Fraternity of Road Control Constables of Quebec (CRQ)as a long-standing legal dispute over enforcement powers and safety measures for roadside inspectors escalates to the Superior Court of Quebec.

At the center of the conflict is a ruling by the Administrative Labour Tribunal (TAT) that prohibits road controllers from participating in unplanned interventions — a directive the SAAQ is seeking to overturn. The organization argues that the ruling is “unreasonable” and “puts the safety of all road users in Quebec at risk.”

This dispute stems from the CRQ’s long-standing demand for increased protection tools, including firearms for certain high-risk roadside operations. Complaints were filed with the CNESST and challenged before the TAT.

The hearing took place on Wednesday, March 26, with both parties presenting their arguments. The case has now been suspended until Friday at 2:00 p.m., with a decision expected no later than Monday, March 31 at 9:00 a.m.

The court’s decision could significantly impact Quebec’s road enforcement policies and the safety protocols of CRQ officers across the province.

The driver, a Canadian citizen, is now facing federal prosecution.

On March 21, officers from U.S. Customs and Border Protection’s (CBP) Office of Field Operations intercepted 116 pounds (52.96 kilograms) of cocaine at the Ambassador Bridge port of entry in Detroit.

The drugs were discovered during an inspection of an outbound commercial vehicle. A physical examination by CBP officers revealed three garbage bags filled with suspected narcotics, hidden behind stacks of lumber. Subsequent testing confirmed the substance to be cocaine.

Authorities seized a total of 50 bricks of cocaine, along with the truck and trailer. The driver, a Canadian citizen, is now facing federal prosecution.

“This is a testament to the quality of work performed by those who work tirelessly to combat transnational crime and stem the flow of dangerous drugs through our communities,” said Director of Field Operations Marty C. Raybon. “Border security is a team effort, and I applaud the outstanding work by our officers and our regional law enforcement partners.”

The investigation remains ongoing under the responsibility of Homeland Security Investigations (HSI). So far in Fiscal Year 2025 (as of March 5), CBP Field Operations at Michigan ports of entry have seized over 1,300 pounds of cocaine.

New York, NY — The New York City Department of Transportation (NYC DOT) has launched an innovative one-year pilot program to regulate overnight truck parking in targeted industrial areas of the city.

Announced on March 20, 2025, the “Overnight Truck Parking Pilot” will provide 45 metered parking spots in three Industrial Business Zones (IBZs) across Brooklyn, the Bronx, and Queens — areas frequently impacted by illegal overnight truck parking.

Truck drivers will be able to reserve a spot for $10 per 8-hour session via the ParkNYC app, from Monday to Saturday. Parking will be free on Sundays. Consecutive sessions may be purchased to extend stay time.

Pilot zones include:

Flatlands/Fairfield IBZ in Brooklyn (Flatlands Ave. between Erskine St. and Fountain Ave.)

Hunts Point IBZ in The Bronx (Ryawa Ave. between Manida St. and Halleck St.)

Maspeth IBZ in Queens (56th Rd. between 43rd St. and 49th St.)

Mayor Eric Adams called the program a “win-win” for communities and the trucking industry, aiming to reduce neighborhood disruptions while supporting drivers with legal, secure rest locations.
