
Controversial Arkansas Bill: ACQ Provides Clarifications
On February 24, 2025, a controversial bill was introduced in the Arkansas State Legislature. House Bill 1569 seeks to ban truck drivers holding a B-1, B-2, or B-1/B-2 visa from operating commercial vehicles in the state. It also aims to end the recognition of Canadian commercial driver’s licenses in Arkansas.






Upon learning about this bill, the Quebec Trucking Association (ACQ) immediately notified the Canadian Trucking Alliance (CTA) and initiated discussions with the American Trucking Association (ATA).
Strong Opposition from the Industry
The bill is not yet in effect, and multiple industry groups have strongly opposed it:
• The U.S. trucking industry and trade associations have rejected the proposal, arguing that it is based on misinterpreted data.
• The bill has been referred to the House Public Transportation Committee, with no set timeline for discussion.
• The CTA, ATA, and the Mexican Trucking Association (CANACAR) will address this issue in meetings in Washington D.C. this week.
Unlikely to Pass
Experts believe the bill is unlikely to be enacted. The ACQ and its partners will continue monitoring the situation and provide updates as new information emerges.
