Washington D.C., February 18, 2025 – President Donald Trump’s Environmental Protection Agency (EPA) has taken its first procedural step against California’s heavy-duty vehicle emissions regulations.
EPA Administrator Lee Zeldin announced that the agency will submit reports to Congress on the Biden-era waivers granted to the California Air Resources Board (CARB) for emissions regulations. These reports will cover waivers for Advanced Clean Trucks, Heavy-Duty Omnibus, and Advanced Clean Cars II.
“The American people are struggling to make ends meet while dealing with rules that take away their ability to choose a safe and affordable vehicle for their families. As an agency, we are accountable to Congress, but most importantly, we must be accountable to the American people.”
– Lee Zeldin, EPA Administrator
A Fight Over Emissions Regulations
This move marks the first major step by the Trump administration to dismantle California’s strict emissions standards. CARB, a key player in the push for low-emission and electric vehicles, operates under special regulatory authority due to waivers granted by the Biden administration.
However, Congressional Republicans and Trump’s EPA aim to curtail CARB’s influence, arguing that its policies increase costs for consumers and the trucking industry. Earlier this month, Zeldin publicly committed to rolling back several environmental policies impacting the automotive and energy sectors.
Legal Battles Ahead?
The push to overturn California’s emissions waivers is likely to spark legal challenges from the state government and environmental organizations. California, which has historically received federal exemptions to enforce stricter emissions rules, may contest any attempts to revoke its authority in court.
The key question is whether a Republican-led Congress can successfully limit CARB’s regulatory power, potentially reshaping the clean vehicle market across the United States.
