SAAQ: A Mobile Agent Found Guilty of Using Counterfeit Documents

Montreal, February 18, 2025 – A former agent of the Société de l’assurance automobile du Québec (SAAQ), Michel Martel, has been sentenced to 18 months of community detention after pleading guilty to charges of using counterfeit documents on February 12 at the Shawinigan courthouse.

The investigation conducted by the Commissioner for the Fight Against Corruption (CLCC) revealed that Michel Martel had provided false mechanical inspection documents to the SAAQ, allowing him to obtain fraudulent compliance stickers for vehicles that had not been inspected.

As a mobile agent, he was supposed to conduct mechanical inspections in Wemindji, Northern Quebec. However, he instead issued fake inspection reports from the Mauricie region.

The CLCC is a specialized police force responsible for ensuring the coordination of anti-corruption and prevention efforts within the public sector. It supervises and coordinates the investigative and verification teams designated by the government, forming part of the Permanent Anti-Corruption Unit (UPAC).
